  • Define the planning horizon and set a target for total labor spending (dollars or FTEs)
  • Calculate a model for skill changes by organization and period
  • Recalculate the model based on user adjustments
  • Apply the model to the resource pool adding new "TBH" resources and removing excess resource capacity as defined by the model
  • Save the result to the database as a scenario
