Define the planning horizon and set a target for total labor spending (dollars or FTEs)
Calculate a model for skill changes by organization and period
Recalculate the model based on user adjustments
Apply the model to the resource pool adding new "TBH" resources and removing excess resource capacity as defined by the model
Save the result to the database as a scenario
